Biography
Elsa Wolf-Berthelay has over 15 years of experience bridging the public and private sectors, including public entities, multilateral organizations, and investment banking. She is specialized in infrastructure project financing and public-private partnerships. She currently serves as interim Director of Fin Infra at the French Treasury – and previously as Project Director, where she leads missions supporting key public infrastructure investments and financings, mainly in the energy and transport sectors, with a strong focus on energy transition and sustainable development. She represents the French Ministry of Economy and Finance (Bercy) on the Board of several public entities. From 2020 to 2024, Elsa worked for the City of Paris as Deputy Head of the Bureau of Financial Expertise and Management of Participations for the City of Paris, and prior to that, as a financial expert on concessions and PPP contracts. Her international experience includes roles at the International Finance Corporation (IFC) in Paris, where she focused on project financing in emerging markets, and at Natixis Corporate & Investment Banking in Hong Kong and New York, specializing in infrastructure and green energy finance. Elsa holds a Master of Science in Financial Management from EDHEC Business School and a Master’s degree from Sciences Po Strasbourg. She combines expertise in public governance and private sector financing to support sustainable infrastructure development.
